| Abstract | 粤澳合作开发横琴是在“一国两制”框架下主权国家内部不同独立关税区的合作， 属于跨域治理的范畴。粤澳合作开发横琴有着深厚的合作基础和政策优势，近年来跨域协同 治理已取得一定成效，但仍存在制度性差异、初始资源差距以及社会认同相异等因素造成的 障碍。未来可通过加强粤澳双方沟通协调、树立并推动共同发展目标、推进优势产业协作发 展和切实解决民生问题等途径，推动双方优势互补，提升跨域协同治理能力。 |
