AbstractThe unprecedented economic disruptions caused by the COVID-19 pandemic have presented a "black swan" event both for businesses and governments alike, with the former trying to stay afloat during the economic downturn and the latter trying to devise effective economic recovery strategies. In its Communication on coordinated economic response to the COVID-19 outbreak, the European Commission has called upon the Member States when designing various forms of state aid policies to "make sure that State aid is effective in reaching those companies in need and that harmful subsidy races are avoided, where Member States with deeper pockets can outspend neighbours to the detriment of cohesion within the EU".
