在新型區域治理模式下， 深圳前海深港現代服務業合作區和橫琴粵澳深度合作區
成立標誌著粤港澳大灣區府際合作轉變為科層模式。深合區管委會作為琴澳兩地區域合作機構在法律地位、參與主體上具有前所未有的改革創新， 為中國地方法治改革提出了新命題。兩地協同立法， 打造兩地趨同的法治環境是深合區法治建設成功的前提和關鍵， 而兩地協同立法的動機在於兩地經濟利益， 通過“以經濟利益置換政治利益”達成“一國兩制”政治制度框架設定下的區域經濟合作。經濟協同立法以行業法為主導， 本文選取金融業、高科技產業高端製造業和旅遊業三個行業法進行論述， 提出深度合作區經濟領域規則銜接的路徑選擇， 以及珠海特区行使立法权应遵循的原则。

The establishment of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone and Guangdong-Macao In-Depth Cooperation Zone in Hengqin signifies the transformation of inter-governmental cooperation in Guangdong-Hong Kong-Macau Greater Bay Area into a new bureaucratic model. The establishment of the management committee of Hengqin In-Depth Cooperation Zoon, as a regional cooperation body between Guangdong and Macao, is an unprecedented reform and innovation in terms of legal status and participating bodies of inter-governmental cooperation. It presents a new proposition for local rule of law reform in China. The premise and the key to the success of the rule of law in Hengqin is to create a harmonious legal environment through coordinated legislation. The motivation for the coordinated legislation lies in the economic interests of Guangdong and Macau. By "'exchanging economic interests for political interests", regional governmental cooperation can be achieved within the political framework of "one country, two systems". The coordinated legislation shall start from occupational law-making. This paper selects three sectoral laws, namely laws in finance industry, high-tech industry and high-end manufacturing industry, and tourism industry, and propose the path of convergence of economic rules and regulations in Hengqin, as well as the principles that Zhuhai Special Economic Zone should follow in exercising its legislative power.
