AbstractRecently, Macau is facing various challenges, like ageing society, the lack of human resources and overloaded carrying capacity for development. In order to confront to these challenges, Macau SAR Government is enacting population policy for Macau development. Urban renewal could be counted as an effective measure to enlarge the carrying capacity (overloaded carrying capacity), to introduce more community services in old regions (ageing society) and to attract local or foreign talents (limited human resources). Macau’s urban renewal policy has already delivered for more than decade, and, similar to most renewal policy 4Rs, Macau’s urban renew policy includes four measures – Rehabilitation, Reservation, Revitalization and Street Beautification (Redevelopment). Most advanced regions would adopt redevelopment to enhance the carrying capacity of the old region. According to Macau’s history, previously, Macau’s Government (under Portuguese’s ruling) paid very little attention to Chinese community, so many Chinese social organization was fostering for taking care of the needs of Macau Chinese. As a result, traditional local social organizations always play an important role in government’s policy-making and street management. As sense of community is one of popular concepts in environmental management but there is a few of studies on the relationship between sense of community and environmental management. According to a survey of an old region and the exploratory factor analysis, sense of community could be divided into two dimensions – community affection and community belonging, but not three or four dimension shown by some foreign studies. According to the results of multinomial logistic regression analysis (reference to no change), age, the length of stay, environmental factors (worse situation) and sense of community (community affection) are significant factors of Macau residents’ choice of the urban renewal modes. Environmental factors (worse situation), sense of community (community affection) and younger could enhance the likelihood for Macau residents to select urban renewal. On the other hand, the length of stay (< 15 years) had various impacts on the choices (higher likelihood to select rehabilitation mode but lower likelihood to select the other three renewal mode). Therefore, the Government should consider how to use community partnership and local social organization to facilitate urban renewal.
