Abstract | Macao has been maintaining social harmony since the colonial era that Macao residents were rather apathetic to participate in politics and public affairs. However, Macao’s post-handover economic boom triggered social discontent and tension that resulting in the tide of social mobilization. This paper reviews the rise of social mobilization in the post-handover Macao. Labor collective action deemed to be the major movement at the beginning of handover that many independent trade unions were established for the betterment of labor class. Due to their internal problems and government response to labor actions, the new trade unions which were independent from the pro-Beijing Federation of Trade Union could not make a flush of labor movement. Nevertheless, their emergence mobilized other social forces campaigning for sustainable reform in society. Particularly, groups of better educated people and professional became active for the campaign of heritage conservation and urban planning. They stress on local identity and believe that the overemphasis of economic development will destroy Macao’s heritage and hence undermining Macao people’s sense of indigenousness. Heritage movement in Macao does not only educate public for the protection of historical sites but can also influence government policy on urban planning and heritage conservation. The continuation of social movement will ultimately bring forth the transformation of MSAR governance. |
