Abstract | As the global economic system shifts to a knowledge-based economy, interests to pursue doctoral degrees are growing, which led to an increase of the number of doctoral degrees . There are two kinds of doctoral degrees, namely research-oriented one or traditionally called Doctor of Philosophy (PhD) and application-oriented one. The former mainly focuses on pursuing academic research while the latter upgrading relevant professional knowledge in a certain field . Some professions like nursing course can be more testified to the rapid growth of application-based doctoral programs and the tendency of decrease of research-oriented programs . Schon notes that the application-oriented doctoral degree aims to cultivate research application-based and inter-disciplinary talents, who can be committed to addressing concrete problems in reality, which are not the traditional and pure technical ones but those with “uncertainty, uniqueness and value conflicts” . With this in mind, the application-oriented doctoral degree can make contribution to theory and practice. That means the pursuers can develop their professional practical capability through dedication to professional knowledge. On the other hand, they can propel personal professional development by studying realistic problems closely related to professional practice . PhD has a bias towards academic research, and this limitation will be more obvious when its research content does not match with social development. And with the popularization of higher education , the application-oriented doctoral degree, with its practical and professional orientation, has gradually gained attention because it aims to solve realistic problems based on specific profession. Chui Sai On, the former Chief Executive of Macau SAR government ever stressed the importance of enhancing the governance capacity of the SAR government and strengthening the cultivation of the management talent team . And the current Chief Executive, Ho Iat Seng also emphasized the importance of upgrading the public governance and placing the public administration reform in a more important position , and also mentioned the key point of public administration reform was on the cultivation of management talents. At present, some scholars also comment that the current civil servant training system is a mere formality, and suggest that some training courses should be introduced to apply the knowledge learned to daily work and execution . These ideas are in line with Doctor of Public Administration (DPA) Program. As the earliest university institution in Macau to participate in civil servant training, Department of Government and Public Administration (DGPA), Faculty of Social Sciences (FSS), University of Macau launched undergraduate evening courses in public administration in 1989 and taught in Chinese to train Macau civil servants at that time. As the quality of Macau's civil servants continued to improve, DGPA introduced the master of public administration (MPA) programs in 2001, which were also taught in Chinese in evening. The subjects of these programs also cover Macau civil servants and now DGPA has nurtured hundreds of master graduates. Now DPA arranging by DGPA is not only taking advantage of its traditional strengths, but also meeting the needs of Macau's social development and following trends of the world. In order to develop the program more effectively, this study will first review the concept and status of the application-oriented Doctor, and explore the education and training status of civil servants in Macau. Then it will demonstrate the feasibility of DPA program through stakeholder interviews and online questionnaires and finally draw a conclusion of relevant research results. |
