Abstract

The most significant foreign policy legacy the Trump Administration left for Biden was a new framework of the US-China strategic competition. The new American consensus that emerged during the Trump administration was that China had become the US' most challenging strategic competitor. The future US-China power play in the Indo-Pacific is multidimensional, transcending the competitive framework outlined by Obama's “rebalancing to Asia” strategy. For sure, Washington will continue to build up military capability in the Indo-Pacific region to balance against the rising Chinese military power. In addition, the US will seek to strengthen and expand its alliance and partnership under the name of “Free and Open Indo-Pacific” to undermine China’s growing influence in the region and along the line of China’s Belt and Road Initiative (BRI). Washington will continue to use issues like the South China Sea, Taiwan and Hong Kong to pressure China and get moral support from its allies. Yet, returning to a new Cold War seems not in the best interest of all stakeholders in the Indo-Pacific region.
