Abstract

New technologies, commonly referred to as “artificial intelligence (AI)”, are being introduced at a faster pace and increasingly pervade more and more aspects of human life. As reflected in the adoption of the UNESCO Recommendation on the Ethics of AI in November 2021, the initial hype about the potential benefits of AI has now been supplanted by ethical concerns
about its actual and potential harms. In attempts to address these concerns, the world is witnessing a global race to regulate AI through binding legal instruments. The European Union, the Council of Europe, the People’s Republic of China, the United States and many more jurisdictions have already adopted or are in the process of preparing laws specifically or generally targeting AI.
