Abstract

Macau is a territory on the South China coast, located roughly 60 kilometres west of Hong Kong on the western side of the Pearl River Delta. Like Hong Kong, Macau is a Special Administrative Region (SAR) of the People’s Republic of China, and the two SARS, the Hong Kong SAR (HKSAR) and the Macau SAR (MSAR), share numerous historical, cultural, linguistic, and administrative connections. Similar to Hong Kong, English-medium instruction (EMI) education has been taken as the norm within higher education within the territory, although there are legitimate questions about what constitutes EMI in some institutions. Institutions of higher education (also referred to as ‘tertiary education’ in Macau) are either public-owned or private; whereas both private and public institutions adopt English as a medium of instruction, the commitment, implementation, and review of EMI in these two types of institutions can be quite different.
