AbstractThe ancient Chinese city-state of Macau is a popular contemporary tourist destination and the world’s most lucrative site of casino gambling. Portuguese explorers founded Macau in 1557 as a trading post in the country’s expansive global empire, and authorities legalized gambling in the city in the 19th century. Portugal ultimately returned Macau to the People’s Republic of China in 1999, after nearly half a millennium of colonial rule, and the city was designated a Special Administrative Region (SAR) of the PRC. After the handover of sovereignty, Macau’s post-colonial government liberalized the city’s casino monopoly concession and invited participation in the gaming industry by foreign companies from the United States, Australia, and Hong Kong. Those companies have invested billions of dollars to construct massive casino megaresorts in Macau in an effort to attract tourists to the city. In 2019 alone, 40 million tourists visited Macau, the majority of whom were from mainland China. China’s central government has enabled citizen travel to Macau via a special visa called the Individual Visit Scheme. This tourism is a crucial component of China’s post-Mao economic reforms, and the central government has mobilized tourism as part of a macro-economic strategy that aims to create urbane consumers who may contribute to the development of a domestic metropolitan consumer society. This chapter explores the transformation of Macau into an experimental laboratory of consumption, with gambling and shopping attractions that cultivate calculating Chinese consumers for the country’s reform-era regime.
