Abstract

The objective of this study is to develop a Global Positioning System (GPS) assist application software on vehicle fleet management .  Provided by a government department, a vehicle fleet consists of 100 vehicles will be used to test and verify the system . The above-mentioned government department does have a manual vehicle fleet management system to store the driving records such as locations , time ,distance travel (read from the meter).A designated personnel will get the driving  data from the drivers . The data will be filled in a special form and store for record . However , whether the data is reliable is not easy to tell . Moreover , other driving / working records , such as speeding , not driving to sites according to predefined routes , abnormal staying in a location not related to work , etc , is impossible to be checked by the traditional system . With the help of a precise digital map and the assistance of Global Positioning System (GPS) technology , it is possible to develop a system for vehicle management . Good vehicle management not only can keep track of usage of vehicles but also can verify the daily/weekly workload assigned by team leaders . A GPS assisted vehicle fleet system is therefore developed to resolve the above-mentioned problems and reduce the workload of leaders .

The vehicle fleet system developed consists of hardware for GPS data logging and several software modules for data collection, data analysis and generating driving reports. For the hardware, a GPS data logger with an original equipment manufacturer (OEM) GPS receiver is used . A card writer for writing the GPS data to a Multi Media Card (MMC) is built-in to the logger. There are several jumpers for setting GPS data in different record formal. For the software, they are separated into two main functions, One is the data collection from the drivers’ description or data stored in MMC card. Another is the data analysis and a report generation for each vehicle . An ORACLE server id used to exchange the data between the software parts . Due to the convenient of the maintenance of ORACLE server and the software used in both software parts, it is developed under Microsoft Windows based operation system and programming tools.

A prototype  system is developed according to the objectives mentioned . The software prototype included the following modules (1) data collection and valid data selection from the drivers and MMC card , (2) Geographic Information System(GIS) for route inputting and the showing  of the vehicle location , (3) map matching algorithm for the correction of the GPS data , (4) route comparison between route inputting from the driver and the route logged from the GPS data . The whole system developed in this research is now installed in the vehicle fleet team of the municipal council for testing and evalution.
