“Health”, like “life”, is one of the most important essentially contested concepts. The contestation of the meaning of health has led to a plethora of national, regional, and international health policies and laws addressing specific substances (like alcohol or tobacco) and activities (like sports or sex). Given also the number of stakeholders in the health field, the objectives pursued by some health policies often disregard or contradict those pursued by other policies. Citizens are thus exposed to greater complexity, uncertainty, and contradiction at all levels, which is widely reflected in a rise of so-called “essentially oxymoronic concepts” or, broadly, paradoxes and oxymora. The present article therefore seeks to address these contradictions in relation to health by aiming to formulate a more coherent health policy for the benefit of citizens. To this end, the article seeks to identify the “missing link” in the quest for a coherent health policy for everyone.
